At the FSA, he served as Director of the Securities Business Division and Director of the Banking Business Division One of the Supervision Bureau, where he was involved in the upgrading of supervision and crisis management in the securities and banking sectors, and also led the planning and promotion of Japan's international financial center concept as Director General of the Strategy Development and Management Bureau and Vice Minister for International Affairs.
Internationally, as Chairman of the Standing Committee Three of the International Organization of Securities Commissions (IOSCO) (2007-2009), he contributed to the rule making for the global securities business regulation. He also served as a member of the Financial Stability Board (FSB) ‘s the Resolution Steering Group and the Basel Committee on Banking Supervision(BCBS), where he was involved in stabilizing the international financial system and the Basel Ⅲ negotiations after the Global Financial Crisis.
He is currently an outside director (member of the Audit and Supervisory Committee) and Chairman of the Board of Directors of SMBC Nikko Securities Inc.

Yutaka Ito is Commissioner at the Financial Services Agency (FSA) of Japan since July 2025.
Mr. Ito joined the Ministry of Finance (MOF) of Japan in 1989. Since then, he has a number of experiences in financial supervision and financial markets. In 1990s, he spent many years as leading roles in financial supervision at the time of financial crisis at several positions of the Supervision Bureau of the FSA’s predecessor agency (Financial Supervisory Agency) and the Banking Bureau at the MOF.
From 2007 to 2011, he was seconded to Tokyo Stock Exchange (TSE) and served as Chief Operating Officer (COO) at TOKYO AIM (currently TOKYO PRO Market), which is the market for professional investors, created as a joint venture of TSE and London Stock Exchange. Prior to the position at the TSE, he worked at Industrial Revitalization Corporation of Japan during 2003-2005.
His wide range of carrier at the MOF includes tax systems planning and budget examination. He worked as Director of Corporation Tax Policy Division during 2011-2013 and Director of Consumption Tax Policy Division during 2013-2015.
In 2019, he returned to the FSA and served as Deputy Director-General of the Supervision Bureau until 2021, responsible for supervision of Japanese major banks and insurance companies. During 2021-2022, he worked as Deputy Commissioner for Policy Coordination of the FSA. During 2022-2025, he worked as Director-General of the Supervision Bureau of the FSA.
Mr. Ito earned a B.A. in Law from the University of Tokyo in 1989 and a Master of Public Administration from Cornell University in 1993.

Mr. Ishida advises on the Emerging Manager program which Fincity.Tokyo plans to lauch in year 2023. He brings his 15 year experience as investment officer of Osaka Gas Corporate Pension Fund, where he implemented endowment-style portfolio strategy, producing 4.3% per annum for the 15 years ending March 2015.
He holds BA in political science from University of Tokyo, MBA from Stanford Business School and Ph.D. in Management Science from Kyoto University. Noriatsu Furukawa is the Representative Director of Growth Partners Co., Ltd. He studied physics at the University of Tokyo and robotics in graduate school, where his research on high-speed robotic hands received multiple academic awards, including the Best Manipulation Paper Award at IEEE ICRA. He later worked at McKinsey & Company, engaging in corporate-wide strategy, overseas expansion, productivity improvement, and M&A due diligence across a wide range of industries.
From 2010 to 2022, he was with Advantage Partners / Advantage Advisors. He was appointed Director and Head of a listed-company-focused PIPEs growth support fund in 2017, became Partner in 2020, and joined the AP Executive Committee in 2022. As investment lead for Inflection Fund II and the AA Growth Support Fund, he managed approximately JPY 80 billion in assets and executed around 40 investments totaling over JPY 100 billion. In addition to listed-company investments, he was also involved in selected buyout transactions. He supported portfolio companies in growth strategy formulation, add-on acquisitions, overseas expansion, new business development, operational improvement, cost reduction, and enhancement of management capabilities.
In 2022, he founded Growth Partners Co., Ltd. and currently manages PIPEs and buyout strategies with total assets under management of approximately JPY 15 billion. Daniel Jim serves as a Senior Adviser of Chartwell Family Partners, with his main responsibility being strategic asset allocation and external manager selection.
Daniel has been an allocator for single family offices and institutional investors for over 20 years, with a special focus in hedge funds and alternative investment strategies. He is a pioneer in Asia in global hedge fund selection, conducted due diligence on over 6,000 managers and allocated to more than 100 of them since the early 2000s.
Daniel has also been devoting much of his time in breeding Hong Kong’s next generation of investment talents, having been a lecturer at the HKSI Institute since 2002 as well as the Hong Kong Metropolitan University since 2019. Takayuki HARUNA is a Senior Managing Executive Officer & Co-Chief Investment Officer (2024- ) at Japan Post Insurance Co., Ltd. (JPI). He takes responsibility for all of investments (loans, equity, fixed-income, credit and alternative investment) and ESG Investment at JPI. He joined JPI in 2016 as a Head of Credit & Alternative investment Dept. (2016- 2020). He was an Executive Officer and Head of Investment Planning Dept. Yuka Hata is a Senior Managing Director and Head of Fund Investments at Japan Investment Corporation (“JIC”).
Ms. Hata joined JIC in July 2020 in order to build and support Japan’ private equity / venture capital ecosystem as well as to provide the risk capital with the investment funds which bring Japan’s industry to the next stage. He was very experienced as Head of Research (Asia and Japan) at Allianz Global Investors in Hong Kong and Meiji Dresdner Asset Management in Japan. Hiroshi Nakaso was appointed FCT’s first Chairman at its inception in April 2019. He is known widely both locally and globally as the former Deputy Governor of the Bank of Japan (BOJ) which he served for nearly 40 years. At BOJ he was mainly responsible for crisis management of financial systems and markets, often in concert with his overseas counterparts. In addition to his present role as Chairman of Daiwa Institute of Research (DIR), he is one of the ABAC (APEC Business Advisory Council) members representing Japan, Chairman of the Policy Evaluation Committee of Financial Services Agency of Japan (FSA) and Chairman of the Monitoring Committee for the newly created JPY10 trillion university endowment fund. Oliver Behrens began his professional career with a banking apprenticeship at Deutsche Bank AG. Robert's research focuses on macroeconomic policies and the transmission of shocks throughout the global economy. For much of his career he has also studied the resolution of sovereign debt crises and financial distress, including the role of debt restructuring.
Prior to joining Eurasia Group, Robert was an economic consultant and adjunct professor at Johns Hopkins University. Before that, he was a senior fellow for international economics at the Council on Foreign Relations, a senior strategist with Moore Capital Management, and a senior adviser in the financial policy department at the World Bank, where he focused on financial sector assessments for developing economies and was the bank's liaison to the secretariat of the Financial Stability Forum. Robert has also held senior staff positions at the IMF and at Citigroup; he served as the head of the Office of Industrial Nations at the US Treasury and was a senior economist on the Council of Economic Advisers and the Federal Reserve Board.

Toru Shindo is the Chief Investment Officer of the Office of Investment Management for the United Nations Joint Staff Pension Fund (UNJSPF). Over 17 years in senior investment leadership roles, Shindo has played a pivotal role in growing the Fund from USD 29 billion to USD 106 billion and delivering long-term performance that supports resilient social benefits for UN system staff.
Under Shindo’s leadership, over 70% of the Fund’s assets are actively managed internally, showcasing the Office’s robust capabilities and strategic agility. He has broadened the investment universe by introducing new asset classes and strategies, while overseeing asset allocation across all classes, including Responsible Investments. In addition, she is Chair of the Board of the University of Tokyo and serves as a member of the United Nations Investment Management Committee.
Previously, she was the Chief Executive Officer of the Multilateral Investment Guarantee Agency (MIGA), a member of the World Bank Group, where she led initiatives to promote foreign direct investment in emerging markets. From 2020 to 2024, Keiko was an Adjunct Professor at Columbia University’s School of International and Public Affairs. Mr. Inoue joined the Bank of Japan in 1985. Early in his career, he was seconded to former MITI to design measures for start-up ventures. He also dealt with international financial support to heavily indebted economies at the BOJ. After having studied Economics in the US, he returned to the BOJ and conducted oversights of international business of Japanese banks. From 1994 to 1996, he served as secretary to Mr. Toshihiko Fukui when Mr. Fukui was Deputy Governor. In 1996, he moved to the Institute for Monetary and Economic Studies. He was responsible for the research project on IT-Revolution. From 2000 to 2003, he served as staff to Mr. Kazuo Ueda, Member of the Policy Board. In 2008, he joined the Institute. He conducts studies of financial markets and policy issues. Platform of activity is the “Financial Markets Panel”. He writes number of articles in economic journals. Since 2012, he has organized“Japan-China Joint Financial Roundtable”with the CF40 as the forum for policy debate. He studies implications of economic policy in China on Japan and shared them with domestic stake holders. In 2015, he launched“Research forum for revitalizing regional banks”. He shared the views with the FSA and the banks for enhancement of banking services. Kayo has over 25 years of experience in the IT industry working in global leadership roles in the US, UK and APAC. As of July 2025, Kayo has been appointed CEO, NTT Ltd. Japan
Corporation and oversees its global infrastructure and connectivity services – including subsea cables and other network assets for NTT Data, Inc. NTT Ltd. Japan also is the channel sales partner for selling NTT Data, Inc. services into the Japan market.
Previously at NTT Data, Inc., Kayo held the role of Senior Vice President for global Japanese multinational sales, responsible for IT services and solution sales to global Japanese clients outside of Japan. In the past she has also held a wide variety of roles within the NTT Group
including working in Global Operations Strategy and Service Design, leading the DD/M&A/PMI of a US-based network services provider, driving Carrier Relations - where she worked with many of the incumbent carriers in APAC to drive quality improvements, advising as part of the board of a Singapore-headquartered IT services company on their transformation journey and many other roles. In her early career, she also spent a decade working as a systems engineer in New York.

Kayo grew up in Canada and holds a Bachelor of Engineering from the University of Saskatchewan and continues her ties with Canada through her activities as a Board Member for the Canadian Chamber of Commerce in Japan. She enjoys playing the violin, going to classical concerts, dining out, travelling and spending time outside in the fresh air with her husband, university aged daughter and miniature dachshund. Dr. Ono was a founding member of Stonepeak’s Asia-Pacific platform, part of one of the world’s largest infrastructure funds. During his tenure, he led over USD 700 million of equity investments in Japan and launched and managed two major infrastructure funds. Following these achievements, he founded Deepstone Partners, a Japan-focused infrastructure investment firm, where he now serves as CEO.
Prior to Stonepeak, Dr. Ono served as Head of Infrastructure Investments at Japan Post Bank (2017–2020), where he oversaw a portfolio totaling approximately USD 10 billion. He began his career at Mitsubishi Corporation (2003–2017), working exclusively in the Industrial Finance Division, where he was involved in the early development of alternative investment strategies and related businesses.
Dr. Ono holds a Ph.D. in Infrastructure Systems Engineering from The University of Tokyo, and a Master’s degree in Infrastructure Finance from Harvard University.
