On October 1, Oliver Behrens was elected President of Frankfurt Main Finance.
Also on October 1, 2024, Oliver Behrens was appointed CEO of FlatexDEGIRO AG and FlatexDEGIRO Bank AG.
In June 2024, he was appointed to the Supervisory Board of the DWS Group and subsequently elected its Chairman. His appointment ends in 2027.
Until June 2024, Oliver Behrens was CEO of all companies operating for Morgan Stanley in Germany. He had also been a member of the Board of Directors of Morgan Stanley International Limited since January 2021. He joined the company in January 2015 as CEO of Morgan Stanley Bank AG and Country Head for Germany and Austria.
With more than 35 years of banking experience, Oliver Behrens has advised Morgan Stanley clients on strategic issues and general topics in the area of corporate finance.
Before joining Morgan Stanley, Oliver Behrens spent nine years at DekaBank in Frankfurt am Main, where he was initially responsible for the asset management division and later also for institutional sales and trading. In January 2007, he joined the Board of Managing Directors of DekaBank, where he held various management positions over the years, including Deputy Chairman of the Board of Managing Directors and Chairman of the Board of Managing Directors.
Oliver Behrens began his professional career with a banking apprenticeship at Deutsche Bank AG. Until leaving the Group in 2005, he headed the global money market fund business and the short-term bond fund segment at the DWS Group. Mr. Behrens was Managing Director of DWS Lux, Spokesman of DEAM, and Head of Institutional Business. During this time, he also held leading positions at the Singapore and Luxembourg locations.

Robert's research focuses on macroeconomic policies and the transmission of shocks throughout the global economy. For much of his career he has also studied the resolution of sovereign debt crises and financial distress, including the role of debt restructuring.
Prior to joining Eurasia Group, Robert was an economic consultant and adjunct professor at Johns Hopkins University. Before that, he was a senior fellow for international economics at the Council on Foreign Relations, a senior strategist with Moore Capital Management, and a senior adviser in the financial policy department at the World Bank, where he focused on financial sector assessments for developing economies and was the bank's liaison to the secretariat of the Financial Stability Forum. Robert has also held senior staff positions at the IMF and at Citigroup; he served as the head of the Office of Industrial Nations at the US Treasury and was a senior economist on the Council of Economic Advisers and the Federal Reserve Board.
Robert received a bachelor's degree from the University of Chicago and a doctorate from the Massachusetts Institute of Technology.

Toru Shindo is the Chief Investment Officer of the Office of Investment Management for the United Nations Joint Staff Pension Fund (UNJSPF). Over 17 years in senior investment leadership roles, Shindo has played a pivotal role in growing the Fund from USD 29 billion to USD 106 billion and delivering long-term performance that supports resilient social benefits for UN system staff.
Under Shindo’s leadership, over 70% of the Fund’s assets are actively managed internally, showcasing the Office’s robust capabilities and strategic agility. He has broadened the investment universe by introducing new asset classes and strategies, while overseeing asset allocation across all classes, including Responsible Investments. In recognition of its leadership in sustainable investing, UNJSPF was named to the Fletcher School’s 2024–2025 Responsible Asset Allocator Initiative Leaders List, affirming its global commitment to ethical asset management.
Mr. Shindo began his UNJSPF career in 2004 as an Investment Officer for Asia Pacific Equities, advancing to Senior Investment Officer in 2007, then Deputy Director and Chief of Investment Section in 2009. In May 2021, he became the Fund’s first-ever Chief Investment Officer, a role created to strengthen strategic investment leadership. Mr. Shindo also served as Acting Representative of the Secretary-General during July and August of 2025.
Before joining the United Nations, Mr. Shindo served as Director at Deutsche Trust Bank in Tokyo, managing international equity portfolios for public and private pension clients. His earlier career includes roles at Bankers Trust and Nikko Securities, building deep expertise in global capital markets.
He holds a BA in Economics from Hitotsubashi University in Tokyo and an MBA from New York University, and is a Chartered Financial Analyst (CFA) charter holder.

Keiko Honda is a Professor at Waseda Business School. She currently serves on the boards of Mitsubishi UFJ Financial Group, Recruit Holdings—where she chairs the Compensation Committee—and AGC Inc. (formerly Asahi Glass), where she chairs the Nomination and Governance Committee. In addition, she is Chair of the Board of the University of Tokyo and serves as a member of the United Nations Investment Management Committee.
Previously, she was the Chief Executive Officer of the Multilateral Investment Guarantee Agency (MIGA), a member of the World Bank Group, where she led initiatives to promote foreign direct investment in emerging markets. From 2020 to 2024, Keiko was an Adjunct Professor at Columbia University’s School of International and Public Affairs. Earlier in her career, she spent 24 years at McKinsey & Company, where she became the first woman in Asia to be promoted to Senior Partner.

Masami Doi leads Kreab Tokyo, providing consulting services to corporations and government agencies including the Ministry of Foreign Affairs and the Prime Minister's Office.
After graduating from Osaka University, Foreign Studies, he joined Toyota Motor Corporation. After serving in Europe for five years, he became Head of Global Communications. From 2012, he served as an aide to Akio Toyoda, President of Toyota Motor Corporation and Chairman of the Japan Automobile Manufacturers Association, accompanying him to overseas press conferences and meetings with dignitaries.
He joined Kreab in 2014 and became Managing Partner in 2016. He serves concurrently as a Visiting Professor at Yamagata University and as Director of non-profit organization SDGs Promise Japan.

Alberto Tamura is the Representative Director, President & CEO of Morgan Stanley Japan Holdings Co., Ltd and Morgan Stanley MUFG Securities Co., Ltd. , and Director and Chairman of Mitsubishi UFJ Morgan Stanley Securities Co., Ltd. He is also a member of Morgan Stanley’s Management Committee. Alberto joined Morgan Stanley in November 1996 and was promoted to Managing Director in December 2003. He served as the Head of the Institutional Equity Division from April 2008 for 11 years before assuming his present role in April 2019. Alberto serves as Chairman of the Executive Committee of the International Bankers Association of Japan. He also serves as a Director of the U.S.-Japan Business Council. Emmanuelle Assouan has been the Director General for Financial Stability and Operations – Banque de France – since January 2023. She also chairs the Banque de France Center for Climate and Nature.
She was previously delegated Director General in charge of Financial Stability within the Banque de France and the Autorité de Contrôle Prudentiel et de Résolution. Her areas of responsibility also covered activities related to prudential regulation of credit institutions and insurers.

Mr. Inoue joined the Bank of Japan in 1985. Early in his career, he was seconded to former MITI to design measures for start-up ventures. He also dealt with international financial support to heavily indebted economies at the BOJ. After having studied Economics in the US, he returned to the BOJ and conducted oversights of international business of Japanese banks. From 1994 to 1996, he served as secretary to Mr. Toshihiko Fukui when Mr. Fukui was Deputy Governor. In 1996, he moved to the Institute for Monetary and Economic Studies. He was responsible for the research project on IT-Revolution. From 2000 to 2003, he served as staff to Mr. Kazuo Ueda, Member of the Policy Board. At the Financial Markets Department, he worked on improving the functioning of capital markets. In 2004, he took over as the head of the Foreign Exchange Operations Division, and in 2006 he became Associate Director-General at the department. There he covered the global financial markets and policy measures and was involved in international financial fora (the BIS and the EMEAP).
Nomura Research Institute: 2008-current
In 2008, he joined the Institute. He conducts studies of financial markets and policy issues. Platform of activity is the “Financial Markets Panel”. He writes number of articles in economic journals. Since 2012, he has organized“Japan-China Joint Financial Roundtable”with the CF40 as the forum for policy debate. He studies implications of economic policy in China on Japan and shared them with domestic stake holders. In 2015, he launched“Research forum for revitalizing regional banks”. He shared the views with the FSA and the banks for enhancement of banking services. He expands the coverage to CBDC by dialogue with policy makers and organizes the study group of“Council of Currency and Banking”. He compiled five reports. He was appointed Special Researcher by the FSA in 2013 to study macro-prudential policy. In 2015, he joined the small group of experts at the MOF to publish a joint report of financial policy. He worked from 2017 to 2023 as Special Advisor to Japan Bureau of Audit to support its inspection of the BOJ. He served as member of Experts Committee of CBDC by the MOF since 2023 to explore its design. From 2022 to 2023, he was head of policy research at FinCity Tokyo to promote Tokyo as a financial center.

Kayo has over 25 years of experience in the IT industry working in global leadership roles in the US, UK and APAC. As of July 2025, Kayo has been appointed CEO, NTT Ltd. Japan Corporation and oversees its global infrastructure and connectivity services – including subsea cables and other network assets for NTT Data, Inc. NTT Ltd. Japan also is the channel sales partner for selling NTT Data, Inc. services into the Japan market.
Previously at NTT Data, Inc., Kayo held the role of Senior Vice President for global Japanese multinational sales, responsible for IT services and solution sales to global Japanese clients outside of Japan. In the past she has also held a wide variety of roles within the NTT Group

Kayo grew up in Canada and holds a Bachelor of Engineering from the University of Saskatchewan and continues her ties with Canada through her activities as a Board Member for the Canadian Chamber of Commerce in Japan. Dr. Ono was a founding member of Stonepeak’s Asia-Pacific platform, part of one of the world’s largest infrastructure funds. During his tenure, he led over USD 700 million of equity investments in Japan and launched and managed two major infrastructure funds. Following these achievements, he founded Deepstone Partners, a Japan-focused infrastructure investment firm, where he now serves as CEO.
Prior to Stonepeak, Dr. Ono served as Head of Infrastructure Investments at Japan Post Bank (2017–2020), where he oversaw a portfolio totaling approximately USD 10 billion. He began his career at Mitsubishi Corporation (2003–2017), working exclusively in the Industrial Finance Division, where he was involved in the early development of alternative investment strategies and related businesses.
Dr. Ono holds a Ph.D. in Infrastructure Systems Engineering from The University of Tokyo, and a Master’s degree in Infrastructure Finance from Harvard University.
